Bridging the gap between tactical systems and enterprise data to support Defence decision-making
Omni partnered with the Australian Army’s Business ICT Directorate to support the Land Capability Information Management System (LCIMS) Tactical Proof of Concept (POC). The engagement focused on defining requirements, enabling system integration, and demonstrating how tactical data can be captured, routed, and leveraged across enterprise environments.
Key Outcomes
- Enabled Defence to successfully go to market for a System Integrator
- Defined Information Exchange Requirements (IERs) from tactical to enterprise systems
- Supported the design of an integrated system-of-systems capability
- Delivered a validated proof of concept for tactical data exchange
- Reduced risk for future Defence data integration initiatives
Overview
The LCIMS Tactical POC was designed to address one of Defence’s most complex challenges: enabling seamless, secure data exchange between tactical edge systems and enterprise platforms.
The Challenge
Modern Defence environments generate vast amounts of data across platforms, systems, and domains. However, this data is often:
- Distributed across disconnected tactical and enterprise systems
- Difficult to standardise and integrate
- Restricted by security, classification, and interoperability constraints
The client needed a structured approach to:
- Define how data should flow from tactical sources to enterprise systems
- De-risk future investments in data integration and architecture
- Validate whether a scalable, system-of-systems solution could be achieved
The Solution
Omni delivered a structured, multi-stage approach to design, validate, and demonstrate a tactical-to-enterprise data exchange capability.
Requirements & Capability Definition
- Developed Information Exchange Requirements (IERs) across tactical and enterprise layers
- Defined system requirements for:
- Land platform computing
- Logistics battle management systems
- Produced capability definition documentation to support procurement and delivery
System Design & Integration Enablement
- Designed a high-level architecture for the LCIMS POC solution
- Enabled Defence to engage a System Integrator (SI)
- Supported:
- Tender evaluation
- Risk assessment of vendors
- Contract negotiation and documentation
Proof of Concept Delivery & Evaluation
- Supported implementation of the LCIMS Tactical POC solution
- Assisted with demonstration of system-of-systems integration
- Captured and analysed data outputs to refine requirements
Embedded Delivery Model
- Deployed a multidisciplinary team including:
- Technical leadership
- Project management
- Systems engineering expertise
- Embedded specialists within Defence teams to ensure alignment with broader data initiatives
Results & Impact
The LCIMS Tactical POC delivered measurable strategic value for Defence:
- Reduced program risk: Validated architecture and integration approach before full-scale investment
- Improved data interoperability: Defined how tactical data can flow securely to enterprise systems
- Accelerated procurement readiness: Enabled Defence to confidently engage industry partners
- Enhanced decision support: Created the foundation for data-driven operations across environments
By demonstrating a working model of tactical-to-enterprise data exchange, the program established a pathway for scalable, future-ready Defence data capabilities.
